EXECUTIVE SUMMARY:

The applicant was discharged for Miscellaneous/General Reasons as a result of a voluntary request for early
release in the Spring of 2011, as authorized and outlined in ALCGENL 046/10 of April 5, 2010.

The applicant contends that the DD-214 issued is in error and that the Department of Veterans Affairs (DVA)
does not recognize the “Separation for Miscellaneous/General Reasons” for 100% entitlement to DVA
educational benefits. Personnel separated under the voluntary early release program are separated under
PERSMAN 12.B.12 for the Convenience of the Government, and are assigned SPD Code KND with a
Narrative Reason of Separation for Miscellaneous/General Reasons.

The applicant has not substantiated any issues with propriety or equity in this case. The Board notes that the
applicant claims that full education benefits were promised by the Dept of Veterans Affairs. Determination of
DVA educational benefits are not within the scope of this Board and eligibility determinations are made by the
DVA. In the applicant’s case, early release was requested after 32 months of active service. The standard to
receive 100 percent education benefits under the early separation program was set at 36 months of service.
